Вооруженный конфликт привел Украину к гуманитарной катастрофе.

Десятки тысяч жителей Украины погибли, миллионы людей были вынуждены стать беженцами.

Разрушены десятки городов, сотни поселков и деревень.

Уничтожены объекты инфраструктуры.

Но самое главное — это безвозвратные потери.

Это гибель многих тысяч граждан Украины.

Это стало настоящей трагедией, произошедшей в Европе 21 века.

Выражаю сочувствие и поддержку народу Украины.

 

В настоящее время возникла реальная угроза третьей мировой войны и глобальной ядерной катастрофы.

Ни один здравомыслящий человек в мире не может быть заинтересован в таком исходе.

Необходимо остановить вооруженное противостояние, так как это угрожает существованию человечества.

 

Призываю политическое руководство Украины и России прийти к мирному разрешению конфликта во имя сохранения жизней своих граждан и обеспечения глобальной мировой безопасности.

 

Также необходимо принять следующие безотлагательные меры:

-произвести обмен военнопленными по принципу «Всех на всех»;

-создать демилитаризованную зону в районе Запорожской атомной станции, передать ее под контроль специалистов МАГАТЭ;

-обеспечить беспрепятственную работу в зоне вооруженного конфликта Международного комитета Красного креста и других международных гуманитарных миссий;

-обеспечить бесперебойное энергоснабжение и логистическое прохождение гуманитарных грузов по всей территории Украины.

 

Со своей стороны Я, Степан Петров, как руководитель Субъекта международного права — Неправительственной организации «Якутия — Наше Мнение» со Специальным консультативным статусом при Экономическом и Социальном совете ООН готов принять личное участие в мирном урегулировании вооруженного конфликта и последующем восстановлении мира.

 

Я сам не являюсь представителем украинского или русского народа.

Но Я одинаково хорошо отношусь к украинскому и русскому народам.

И поэтому мне тяжело видеть происходящее в Украине.

Считаю, что два братских славянских народа должны жить в мире и согласии, а не враждовать.

И Я готов приложить к этому все возможные усилия.

 

Я, как руководитель Субъекта международного права и независимый представитель гражданского общества предлагаю свое участие в любой миротворческой роли: наблюдателя, переговорщика, посредника.

Готов принять активное участие в процессе мирного урегулирования вооруженного конфликта как на площадках международных организаций, так и непосредственно в зоне вооруженного конфликта.

Готов войти в состав мониторинговых групп по контролю за прекращением огня в зоне боевых действий.

 

В связи со сложившейся ситуацией мною направлены обращения в адрес Генерального секретаря ООН, Верховного комиссара ООН по правам человека, главам Турции и Китая.

I, Stepan Petrov, citizen of Russia, Chief of Non-governmental organization «Yakutia — Our Opinion» in Special Consultative Status with the UN Economic and Social Council state against war in Ukraine initiated by Russia.

 

War has led Ukraine to a humanitarian catastrophe.

Tens of thousands of Ukrainians died, millions of people were forced to become refugees.

Dozens of cities, hundreds of towns and villages were destroyed.

Infrastructure facilities have been destroyed.

But the most important thing is irretrievable losses.

This is the death of many thousands of citizens of Ukraine.

This was a real tragedy that occurred in Europe in the 21st century.

I express my sympathy and support to the people of Ukraine.

 

I wish people of Russia a speedy understanding of what is happening and an end to the armed conflict, where military and mobilized citizens are dying.

I urge political leadership of Russia to stop hostilities in Ukraine and move towards a peaceful diplomatic solution to the conflict.

Basically, the inhabitants of poor regions and national republics, where poverty and unemployment dominate, are sent to war.

Death of the only breadwinner dooms the family to poverty and survival.

It is especially difficult for residents of rural areas, depressive regions of the North, Siberia and the Far East of Russia.

For example, in the countryside, life support and care for living creatures lies with the head of the family. In the event of his death in the war, the foundations of existence of the family are simply destroyed.

 

In the region of my origin — the Republic Sakha (Yakutia) such negative phenomena as poverty, unemployment, homelessness, alcoholism, corruption, arbitrariness and lawlessness are widespread.

Mobilization, subsequent death and disability of the Yakut people will only multiply the negative impact of these factors.

For more than ten years, I, considering myself a patriot of Russia, tried to resist corruption in Yakutia.

I sent appeals on the facts of corruption in Yakutia.

However, the federal center did not take proper response measures.

Also, my organization received accreditation to conduct anti-corruption expertise of legal acts in the Ministry of Justice of Russia. I have uncovered a number of corruption mechanisms that the Yakut corrupt officials have invested directly in laws and legal acts for the purpose of illegal enrichment and embezzlement of budget funds.

During many years corrupt officials of Yakutia engaged in provocations, discredit and illegal pressure against me, using law enforcement agencies.

As a result, they succeeded in granting me the status of a foreign agent and depriving the organization of the accreditation of the Federal Anti-Corruption Expert.

By an evil irony, the Ministry of Justice of Russia, for which I worked for free on a public basis for more than ten years, overnight signed me up as a foreign agent — enemy of the state with the direct participation and interest of the Yakut corrupt officials in this.

 

Independent civil activists of the republic were subjected to unprecedented pressure. Many of them were forced to stop their active work.

In the conditions of lack of human rights, repressions of civil activists, total corruption, there was almost no one to protect rights of the inhabitants of Yakutia.

It should be noted that Yakutia is a region of special influence of pro-government groups due to the fact that diamonds, gold, oil, gas and other minerals are mined on its territory, most of the income from which is used not in the interests of the population.

The negative is that part of the income from their production is directed not to development of the country and improving the lives of people, but to unproductive military spending.

Even without war, poverty and corruption, it would be very difficult to live in Yakutia due to the harsh climatic conditions, when the air temperature in winter reaches minus 50-60 degrees Celsius.

 

In general, poor hard life is typical for most regions of Russia. In connection with beginning of the armed conflict, the situation deteriorated significantly. The death and disability of men of working age will lead Russia to an economic crisis and extinction of entire territories.

Obviously, such a situation cannot be favorable for Russian society.

 

At present, there is a real threat of a third world war and a global nuclear catastrophe.

No sane person in the world can be interested in such an outcome.

It is necessary to stop this war, as it threatens the existence of mankind.

 

Based on the foregoing, I believe that the war in Ukraine should be immediately stopped without any conditions.

I urge political leadership of Ukraine and Russia to come to a peaceful resolution of the conflict in the name of saving the lives of their citizens and ensuring global world security.

 

The following immediate measures must also be taken:

-to carry out an exchange of prisoners of war on the principle of «All for all»;

-to create a demilitarized zone in the area of ​​the Zaporozhskaya nuclear power plant, transfer it under the control of IAEA specialists;

-to ensure the unhindered work of the International Committee of the Red Cross and other international humanitarian missions in the zone of armed conflict;

-to ensure uninterrupted power supply and logistical passage of humanitarian cargo throughout Ukraine.

 

For my part, I, Stepan Petrov, as Chief of Subject of International Law — Non-Governmental Organization «Yakutia — Our Opinion» in Special Consultative Status with the UN Economic and Social Council, is ready to take a personal part in the peaceful settlement of the armed conflict and in the further restoration of peace after the war.

 

In connection with the current situation, I sent appeals to the UN Secretary General, the UN High Commissioner for Human Rights, the heads of Turkey and China.

I note the key role of the UN in peaceful settlement of the armed conflict between Ukraine and Russia.

I support your constructive position in this process.

 

I believe that this war must be stopped.

Since it creates a real threat of a third world war and a global nuclear catastrophe, which threatens the existence of mankind.

 

I ask you to take all possible measures to immediately end the war in Ukraine.

 

The following immediate measures must also be taken:

-to carry out an exchange of prisoners of war on the principle of «All for all»;

-to create a demilitarized zone in the area of ​​the Zaporozhskaya nuclear power plant, transfer it under the control of IAEA specialists;

-to ensure the unhindered work of the International Committee of the Red Cross and other international humanitarian missions in the zone of armed conflict;

In the event that a ceasefire is finally impossible, I propose, on the basis of Article 42 of the UN Charter, to consider the issue of introducing international security forces to the territory of an armed conflict to restore peace.

 

It is necessary to take measures to adjust procedure of the UN Security Council in order to prevent the state — a member of the UN Security Council with the right of «veto» to have the opportunity to:

-unilateral decision-making on the start of hostilities on the territory of a foreign state — a member of the UN in violation of international law;

-imposition of «veto» on decisions aimed at ending the armed conflict initiated by this state.

 

For my part, I, Stepan Petrov, as Chief of the Subject of International Law — the Non-Governmental Organization «Yakutia — Our Opinion» in Special Consultative Status with the UN Economic and Social Council, is ready to take a personal part in the peaceful settlement of the armed conflict and in the further restoration of peace after the war.

I present an appeal to the UN Secretary General for information and implementation within the competence and authority.

 

Currently, Russian civil society is in a repressive environment.

After the outbreak of the war in Ukraine, the situation deteriorated significantly.

Censorship is introduced, and freedom of speech is suppressed.

Even the mention of the word «war» is an administratively punishable act.

But I think that we need «to call things by their proper names».

 

In violation of international law, the Russian authorities passed a law on foreign agents aimed at suppressing freedom of speech and dissent.

My organization and I were classified as foreign agents. I was also brought to administrative responsibility on political motivated basis.

 

I admit the possibility that, following the results of the legal assessment of this appeal, the Russian authorities will initiate another illegal procedure for bringing me to justice.

This will be an obstacle to the legitimate activities of the Chief of the Subject of International Law — a Non-Governmental Organization in consultative status, carried out within the framework of international law.

The international activities of our organization are carried out in accordance with UN Resolution 1996/31, which defines the powers of Organizations in  consultative status, as well as UN guidelines and international law.

I fulfill my mission as a representative of civil society, responding to current problems and offering acceptable ways to solve them.

If I am held accountable in violation of international law, I suggest that you take measures to bring Russian officials guilty of obstructing my lawful activities to international legal responsibility.
