At present, I, Stepan Petrov, as International figure, Head of the Subject of International Law – Non-governmental organization Yakutia — Our Opinion in Special Consultative Status with the United Nations Economic and Social Council and independent civil activist
implement a set of measures to develop measures to maintain global security and international peace, as well as practical assistance in resolving armed conflicts.
This includes the development of new international institutions and mechanisms for the resolution of armed conflicts, assistance in resolving armed conflicts between Israel and Palestine, Ukraine and Russia.
Indigenous peoples of Russia suffer the greatest losses in the war in Ukraine.
Not in absolute terms, but in relative terms, since their numbers are much smaller than the number of Russians.
In the autumn of 2022, a mass mobilization of representatives of indigenous peoples of Russia from the national republics, especially from rural areas, took place.
In most of the villages, towns and hamlets where indigenous peoples live, all or almost all of the male population was mobilized.
Many had no desire to participate in the conflict, but were mobilized under threat of criminal prosecution, psychological pressure, and deception.
The mobilizers took advantage of the indigenous peoples’ lack of legal knowledge and the element of surprise, as the mobilization took place over the course of a single day and people were given only a few hours to gather their things.
They were later sent to fight in Ukraine.
And they were primarily involved in frontal assaults, where the risk of death was highest. Many of them have already perished.
The colossal scale of losses among the indigenous peoples of Russia in this war can be imagined simply by looking at the websites of casualties of residents of the national republics, territories, and settlements where they live, as well as by the number of new graves of war participants in cemeteries.
During the armed conflict between Ukraine and Russia, a mass military genocide (physical extermination) of the indigenous peoples of Russia is actually taking place.
Mr. Prime Minister of Russia !
Do you want and have planned the mass physical extermination of the indigenous peoples of Russia in the armed conflict between Ukraine and Russia ???!!
Even during the Great Patriotic War of 1941-1945, the small peoples of the North, Siberia and the Far East could be exempted from conscription if they maintained their traditional way of life and economic activity.
Now, representatives of the small peoples of the North, Siberia and the Far East, numbering less than 100 people, are being thrown into the hellish heat of war.
This is what happened to the smallest dying people in Russia, the Kereki, whose representatives, according to the 2010 census, numbered only 4 people.
In September 2024, one of the last representatives of this people died in the SMO Ivan Taimagyr.
In May 2025, at a ceremony presenting state awards, Russian President Vladimir Putin stated that Russia’s main task is to preserve its people, their culture, and spirituality.
Thus, the mass death of representatives of the indigenous peoples of Russia in this armed conflict contradicts the thesis of the President of Russia about the preservation of the people.
Russia is a member of the UN and has voluntarily assumed a number of international legal obligations, including respect for the fundamental inalienable right to life, which belongs to every person by birth.
The right to life is guaranteed by international law.
In particular, Article 3 of the Universal Declaration of Human Rights and Article 6 of the International Covenant on Civil and Political Rights enshrine the Right of everyone to life, the content of which is that no one may be intentionally deprived of life.
Also, paragraph 1 of Article 20 of the Constitution of the Russian Federation states: “Everyone has the right to life.”
However, at present, representatives of the indigenous peoples of Russia are being physically exterminated en masse in the SMO and are deprived of the right to life.
The Universal Declaration of Human Rights was officially recognized and published in Russia. Its provisions formed the basis of Russian legislation and the Constitution of the Russian Federation.
Russia is a party to the International Covenant on Civil and Political Rights, having ratified it on January 1, 1992. Russia’s accession to the Covenant means that Russia has assumed international obligations to ensure respect for these rights, including the right to life.
Thus, Russian government bodies are obliged to comply with international norms guaranteeing the right to life.

— Article 3 of the Universal Declaration of Human Rights, Article 6 of the International Covenant on Civil and Political Rights, paragraph 1 of Article 20 of the Constitution of the Russian Federation, which guarantee the right to life,
— in pursuance of the Russian President’s theses on preserving the people
I, Stepan Petrov AS the head of subject of international law demand from you
cease participation of forcibly mobilized and unwilling to participate in the armed conflict representatives of indigenous peoples of Russia in the war between Ukraine and Russia
due to their small numbers and the emergence of a real threat of extinction (physical death) of a number of indigenous peoples of Russia in the near future.
In this case, the recognition of a person as forcibly mobilized must be carried out through his personal expression of will on a declarative basis, which annuls the previous grounds for mobilization, which were achieved as a result of threats, deception and psychological pressure.
I would like to point out that my non-governmental organization has international legal personality, which, in some respects, is comparable to the rights and capabilities of states, such as Russia.
Of course, this is a derivative and limited legal personality, since only states are the primary subjects possessing sovereignty.
States may regulate the legal personality of non-governmental organizations on their territory and restrict their activities.
Their legal personality may be limited and depends on recognition by the original subjects of international law – states.
At the same time, I would like to remind you that I, Stepan Petrov, am the head of the Subject of International Law – Non-governmental organization Yakutia — Our Opinion in Special Consultative Status with the United Nations Economic and Social Council.
That is, my Non-Governmental Organization does not require recognition from the state – Russia, since the organization is recognized by the UN.
Even in the event of legal liquidation in Russia, my Non-Governmental Organization will retain its Special consultative status with the United Nations Economic and Social Council, and continue its work at the international level, regardless of any decisions of Russian government bodies.
My activities are comprehensive in nature, including supranational in nature, and are beyond the reach of regulation by Russian government bodies in the international legal space.
Therefore, I kindly ask you to take into account my international legal personality, as the head of the Subject of international law, which, in accordance with international law:
— allows me to point out to various states the violation of international law and the need to restore violated rights;
— does not allow various states to interfere in the activities of my organization, to try to influence or force any actions or inactions.
I hope that you will adhere to the rules of non-interference in the activities of Non-governmental organizations in consultative status with the UN Economic and Social Council, and our interaction will be constructive.
Otherwise, this may entail adequate measures of influence on entities that violate the norms of international law concerning non-governmental organizations — subjects of international law.
Currently, there are no clear legal grounds for exempting representatives of indigenous peoples of Russia from military service.
At the same time, Russia is experiencing a severe economic crisis, recession, stagnation in production, high inflation and rising prices.
Russia, as a state, is threatened by sovereign default, that is, state bankruptcy, which means the decline of most sectors of the economy and insolvency on external and domestic debt obligations.
All this could lead to destabilization of the socio-economic and socio-political situation with unpredictable negative consequences.
Russia needs money. Some state assets are held abroad and frozen.
In these difficult conditions of searching for a way out of the economic impasse
I, Stepan Petrov, offer you a deal “Life in exchange for money”,
that is, to implement the principle of “Frozen assets of Russia in exchange for the lives of representatives of the indigenous peoples of Russia.”
This is implemented in the following initiative.
In connection with the mass deaths of representatives of the indigenous peoples of Russia in the war in Ukraine,
due to the emergence of a real threat of extinction (physical death) of a number of indigenous peoples of Russia in the near future,
for the purpose of physical preservation of indigenous peoples of Russia
I, Stepan Petrov, Head of Non-Governmental Organization «Yakutia — Our Opinion» in Special Consultative Status with the UN Economic and Social Council
propose to establish an International Institute within the UN structure — Commissioner on Elimination of Participation of Indigenous Representatives in Armed Conflict between Ukraine and Russia.
This initiative has been developed taking into account the requirements of Resolution 1996/31, which regulates the activities of Non-governmental organizations in consultative status with the United Nations Economic and Social Council.
In the absence of effective legal mechanisms for exempting representatives of indigenous peoples of Russia from military service, I propose to implement a mechanism for the lifelong exemption of representatives of the indigenous peoples of Russia from military service and, accordingly, the cessation of their participation in the armed conflict between Ukraine and Russia in exchange for the return of part of Russia’s frozen assets.
I believe that those who were forcibly mobilized and do not want to participate in armed conflict, people should not be there.
Recognition of a person as forcibly mobilized must be carried out through his personal expression of will on a declarative basis, which must annul the previous grounds for mobilization that were achieved as a result of threats, deception and psychological pressure.
That is, for this it is sufficient to write and sign an Application for participation in the return or exchange addressed to the Commissioner on Elimination of Participation of Indigenous Representatives in Armed Conflict between Ukraine and Russia.
After the approval and adoption of the Resolution, I, Stepan Petrov, am ready to become Commissioner on Elimination of Participation of Indigenous Representatives in Armed Conflict between Ukraine and Russia.
In this position I am ready to:
— begin negotiations with government bodies of foreign states in whose jurisdiction the frozen assets of Russia are located;
— travel to the city of Kyiv, Ukraine to sign agreements with the Government of Ukraine and the Ministry of Defense of Ukraine;
— travel to Moscow, Russia to sign agreements with the Government of Russia and the Ministry of Defense of Russia;
— begin work on the return of representatives of the indigenous peoples of Russia from the war in Ukraine, including from the armed conflict zone.
I, Stepan Petrov, guarantee that I will make every effort to return the money – part of Russia’s frozen assets – to the Russian government.
The leadership of foreign states and intergovernmental associations that have decided to freeze Russia’s assets will be consulted with relevant international actors.
I also initiated a visit to Russia by relevant UN bodies and their conduct of Study.
I propose approving a visit by UN bodies to Russia.

I present the justification for the return of indigenous peoples from the war in Ukraine.
Justification for the return of representatives
of indigenous peoples from the war in Ukraine
Why should indigenous peoples be brought back from war ?
Because a real threat of physical extinction has arisen for a number of indigenous peoples of Russia.
The international community notes the vulnerability of indigenous peoples and the need for their protection in all areas. There are specific norms of international law and legal mechanisms for the protection of the rights of indigenous peoples.
It is necessary to apply the norms of international law, since we are talking about the physical extinction of the indigenous peoples of Russia.
Each nation is the bearer of its own history, distinctive culture, unique language, inimitable traditions and customs.
Each nation is a whole world, the socio-cultural space of which enriches the diversity of the entire world.
Therefore, the international community is obliged to preserve the indigenous peoples of Russia.
Even peoples with a population of less than 100 people, such as the Kereki, Alutors, and Vods.
Otherwise, humanity will irrevocably lose another world of an entire people, another language and culture.
It will lose the infinitely reproducible socio-cultural, humanitarian matrix of knowledge, experience and heritage of the people, the bearer and driving force of which are only living representatives of the people.
And no artificial intelligence can replace or reproduce this.
This will mean another step towards the degradation of humanity and the self-destruction of human civilization on planet Earth.
However, this is no longer possible in relation to the smallest dying people of Russia — Kereki, in September 2024 one of the last representatives of this people, Ivan Taimagyr, died near Kursk.
According to the 2010 census, there were only 4 purebred Kereks left, who are native speakers of the language and culture. Some increase in the number of people according to the 2021 census was due to people of mixed origin.
The death of Ivan Taimagyr became a symbol of the disappearance of a unique, distinctive culture and the end of the history of a unique Paleo-Asian people.
The language of the Kereks has been lost, and their folklore and traditions have remained only in the records of scientists who studied this people in the last century.
It is obvious that in the near future the people Kereki faces complete physical extinction.
The next peoples in line for extinction may be Alutors and Vods, whose number is less than 100 people.
Further, the Enets, Izhoras, Setu (Seto), Taz, and Oroks (Ulta) are in line for extinction from the face of the earth; their numbers are between 201 and 268 people.
Humanity has lost the world of the Kereks.
In the name of life on earth, we must preserve the foundation of human civilization – indigenous peoples, regardless of their numbers and place of residence.

I, Stepan Petrov, have dedicated my entire adult life to serving the people, society and the state.
Before starting my public activities, I, Stepan Petrov, worked in various government agencies and understand the goals and objectives facing civil servants and government agencies.
During many years of conscientious work in the civil service, I received awards and gratitude.
I took part in organizing emergency recovery operations and eliminating the consequences of the spring flood of 2001 in the city of Lensk and populated areas of the Lensky district in Yakutia as part of the Extraordinary Government Commission.
The head of state visited Lensk, gave personal instructions for the town’s restoration, and oversaw the matter. The restoration of Lensk became a national undertaking.

Having become a public figure, I devoted more than 10 years to combating corruption, protecting the rights of citizens and the interests of the state.
I personally stand for compliance with legislation and international law.
I advocate for the observance of law and order.
I actively supported the implementation of Russia’s State Anti-Corruption Policy and the National Anti-Corruption Plan, identifying instances of corruption in Yakutia and analyzing corruption processes.
From 2010 to 2020, the organization was accredited by the Russian Ministry of Justice as an independent expert authorized to conduct anti-corruption assessments.

I have written a wealth of informational and analytical materials in support of Russia’s State Anti-Corruption Policy.
In their numerous responses, Russian federal government bodies expressed gratitude to me for objective information about the situation and manifestations of corruption in Yakutia.
27 anti-corruption assessments were conducted, accompanied by analytical justification of up to several dozen pages of legal analysis.
The analysis is the author’s analytical text, revealing the essence of the manifestations of corruption factors on a comprehensive and objective basis.
It reveals the main cause-and-effect relationships of regulatory conflicts, legal gaps, unsettled law enforcement practices and other legal problems.
Thus, I have written more than one thousand pages of original justifications for anti-corruption expert assessments, which are of great importance for strengthening the institution of anti-corruption expert assessments, as a state mechanism for improving Russian legislation and law enforcement practices.
A number of anti-corruption expert assessments formed the basis of applications for the initiation of criminal cases on facts of corruption in Yakutia, which undoubtedly ensures their legal validity.
Thus, I, Stepan Petrov, have demonstrated my commitment to the interests of the state and society, and over many years have made my contribution to strengthening statehood and law and order.
However, in 2021, I and my organization were included in the register of foreign agents.
Including me and the organization in the register of foreign agents is an «order» of corrupt senior officials of Yakutia in revenge for my many years of anti-corruption activities.
According to some reports, corrupt officials in Yakutia paid a large bribe for this.
I carried out comprehensive and systematic work to develop corruption crimes of all the heads of Yakutia and their accomplices.
For example, within the framework of the Anti-Corruption Project “Combating Corruption Offenses in the Republic Sakha (Yakutia)”:
— I uncovered criminal mechanisms created by corrupt officials of Yakutia to commit theft on an especially large scale in the sphere of extraction of strategically important resources (diamonds, gold, precious metals, oil, gas) in the largest region of the country;
— I wrote applications to initiate criminal cases against senior officials of the republic, civil servants, heads of large economic entities, including all Heads (Presidents) of Yakutia since 1991.
The project is an anthology of the modern history of Yakut corruption.

The veracity of the information, legal assessment, and interpretation of events are tacitly confirmed by government officials themselves. Bringing Yakut corrupt officials to justice is only a matter of time.
It should be noted that during the implementation of the project and all my anti-corruption work, not a single former or current Head (President) of Yakutia has filed a lawsuit against me for the protection of honor and dignity, a statement for false denunciation, slander or insult, since they are simply afraid of the truth I revealed about their corruption crimes.
Federal law enforcement agencies in Russia have repeatedly expressed their gratitude to me for my anti-corruption activities.
Thus, I, Stepan Petrov, have certain merits to society and the state, achieved both during my many years of conscientious work in the civil service and during my public activities.

I, Stepan Petrov, Head of the Subject of International Law – Non-governmental organization Yakutia — Our Opinion in Special Consultative Status with the United Nations Economic and Social Council propose that the Russian Government take the following measures.
In relation to the consideration of the Draft Resolution of the United Nations Human Rights Council «On Establishment of an International Institute: Commissioner on Elimination of Participation of Indigenous Representatives in Armed Conflict between Ukraine and Russia».
1.) Consider and conceptually approve the Draft Resolution of the United Nations Human Rights Council «On Establishment of an International Institute: Commissioner on Elimination of Participation of Indigenous Representatives in Armed Conflict between Ukraine and Russia» (attached) within the 30-day period established by law.
2.) Submit the Draft Resolution of the United Nations Human Rights Council «On Establishment of an International Institute: Commissioner on Elimination of Participation of Indigenous Representatives in Armed Conflict between Ukraine and Russia» for consideration to the Ministry of Finance of Russia, the Ministry of Defense of Russia.
3.) Instruct the Russian Ministry of Foreign Affairs:
— organize work on finalizing and coordinating the final version of the Draft Resolution of the United Nations Human Rights Council «On Establishment of an International Institute: Commissioner on Elimination of Participation of Indigenous Representatives in Armed Conflict between Ukraine and Russia»;
— hold consultations on the issue of initiating negotiations with the authorities of foreign states, within whose jurisdiction Russia’s frozen assets are located, on the issue of their partial return;
with the initiator of the resolution, Stepan Petrov, and interested international subjects at Russian diplomatic missions in New York, USA, and Geneva, Switzerland.
In terms of organizing the visit of UN bodies.
4.) Approve a visit by UN bodies to Russia upon receipt of a written request from UN bodies to visit Russia.
5.) Instruct federal and regional executive authorities and local governments to assist the work of the UN International Delegation in Russia.

I send the appeal to the Chairman of the Russian Government M.V. Mishustin on the issue of participation of representatives of indigenous peoples of Russia in the SMO.
The proposed Initiatives include the establishment of an International Institute — Commissioner on Elimination of Participation of Indigenous Representatives in Armed Conflict between Ukraine and Russia, the return of some of Russia’s frozen assets.
The funds are earmarked for targeted use to address pressing issues, one of which is the problem of access of indigenous peoples of Russia to bioresources.
I propose developing and presenting an Action Plan for priority areas of spending funds in terms of solving the problem of access of indigenous peoples of Russia to bioresources:
— payment of the cost of paid licenses, permits and quotas for fishing, extraction of hunting resources and other biological resources for personal consumption by representatives of indigenous peoples of Russia;
— financing of activities to create diversity of biological resources in the areas where indigenous peoples of Russia live.
I also propose preparing proposals to eliminate the following negative phenomena:
— criminalization of traditional activities of indigenous peoples (hunting, fishing),
— restriction of access to bioresources.
I propose to separately consider the problem of fictitious tribal communities, when local residents are expelled from their traditional fishing grounds, as a result of which their traditional activities become formally illegal and they are subject to arbitrary administrative and criminal liability.
