I express my gratitude for letter No. 18-A27 dated January 24, 2025 and the letter to the military commissar.
Unfortunately, there was no response from the military commissar, which testifies to his disdainful attitude towards the residents of the republic, who are concerned about the current situation related to the deaths of Yakuts during the armed conflict between Ukraine and Russia.
The indifference of the military commissar of the Republic Sakha (Yakutia) means that preserving the lives of the indigenous peoples of the republic is their own problem.
Therefore, all parties interested in stopping the mass deaths of indigenous peoples of the republic must join forces.
Earlier, I sent an appeal regarding the forced recruitment of representatives of indigenous peoples of Russia into the Russian army to participate in the armed conflict between Ukraine and Russia to UN Special Rapporteur on the rights of indigenous peoples, Mr. Albert Barume.
The appeal has been accepted for consideration (the Special Rapporteur’s response is attached).
You indicated that you are not aware of any cases of forced mobilization.
I understand that being in public service requires compliance with a number of requirements, including adherence to official information and government policy.
I myself am a former employee of a number of government agencies and understand this situation and circumstances.
However, reality gives reason to assume the existence of certain mechanisms for forcing representatives of the indigenous peoples of Russia to be recruited into the Russian army for the purpose of participating in the Special Military Operation — the armed conflict between Ukraine and Russia.
I also believe that activists representing indigenous peoples of Russia, regardless of where they live, should, if not join forces, then at least not interfere with each other and be constructive.
In this regard, I was perplexed to observe the dispute at the session of the UN Permanent Forum on Indigenous Issues with your participation regarding some of the specifics of the procedure for selecting the leadership of the relevant body of indigenous peoples in Russia.
It is possible that there are some disagreements between various indigenous activists relocated abroad and those living in Russia.
However, I believe that such a high international platform should preferably be used to raise the pressing issues of indigenous peoples and promote initiatives to improve their lives, rather than for public showdowns.
It is obvious that the relatives and friends of the indigenous peoples of Russia who are in the North-Eastern Military District are hoping to see you, the indigenous activists, making every effort to stop the participation of indigenous peoples in the war, and not to see you publicly sorting out your relationships with each other.
I hope that in the future your work on international platforms will be more constructive and aimed at preserving the indigenous peoples of Russia.
I fully support your initiative to visit Russia in response to the international community, which was expressed during the UN Permanent Forum on Indigenous Issues.
In particular, you said the following:
“…I represent 5 indigenous peoples of Yakutia.
… to better understand the situation with the indigenous peoples of Russia and the processes occurring within the Russian state,
I call on the distinguished participants of the Permanent Forum, the Expert Mechanism, and Special Rapporteur Albert Barume to visit Russia, if possible, to witness the arduous work of our reindeer herders, hunters, and fishermen, who work around the clock in harsh conditions to preserve traditional livelihoods. It is largely thanks to the preservation of traditional livelihoods that our native languages, culture, traditions, and customs are preserved…
I have sent a written request to these individuals regarding a visit to Russia (the request is attached).
I think they will be interested in:
— to gain a “better understanding of the situation” in which mass deaths of indigenous peoples of Russia are occurring during the armed conflict between Ukraine and Russia;
— to become familiar with the “processes within the Russian state” that push representatives of the indigenous peoples of Russia to war.
Overall, I think that the Permanent Forum, the Expert Mechanism and the Special Rapporteur will be interested to know:
Why do representatives of the indigenous peoples of Russia, including the Republic Sakha (Yakutia), instead of living and working in their homeland, go to war to kill and be killed?
At the Permanent Forum, you stated that you represent five peoples. However, if current negative trends continue, the situation will only worsen, and the number of peoples you represent may begin to rapidly decline.
The titular people of the republic will also set out on the path to extinction.
I offer you the text for subsequent UN events, acting as your speechwriter.
“I represent 5 endangered peoples of Yakutia.
Because many of them went to war and died. Many went missing and are in captivity. Many became disabled.
Due to the excess of mortality over birth rate and the aging of the population, after some time these peoples will die out.
Before that, I invite you to visit Yakutia to see with your own eyes the endangered peoples of the Russian Far East.
We’ll visit the dying settlements of indigenous peoples. The still-living locals will show you the culture and traditions of the indigenous peoples.
I hope that modern technologies will preserve the intangible heritage of the peoples of my region after their disappearance».
This is a possible development if the situation does not change.
But the future is not predetermined.
There is no destiny except the one we choose for ourselves.
I suggest you make the right choice.
Dear Mr. Commissioner for the Rights of Indigenous Peoples of the North of the Republic Sakha (Yakutia), President of the Association of Indigenous Peoples of the North of the Republic Sakha (Yakutia) !
I believe that at present the most important and pressing issue for the indigenous peoples of Russia is not the issue of natural resource management, social payments, relations with mining companies, culture and traditions.
The most important and pressing issue for the indigenous peoples of Russia is the issue of the physical preservation of indigenous peoples and the prevention of mass military genocide (physical extermination) of indigenous peoples during the armed conflict between Ukraine and Russia.
Simply because after the complete physical destruction of indigenous peoples, there will be no one left to benefit from the achievements in the field of protecting the rights of indigenous peoples.
In this regard, I ask you to personally raise the issue of terminating the participation of representatives of 5 (five) small indigenous peoples in the SMO, who live in your region and do not wish to participate in it, due to the direct threat to their physical existence at the international and all-Russian level.
I consider it fundamentally important that the current leaders of indigenous peoples’ organizations express a clear position on the current situation.
Similar follow-up letters have been sent to other leaders of indigenous organizations.
Otherwise, it seems as if preserving the lives of Russia’s indigenous peoples is of little interest to anyone other than a few activists.
For example, a foreign agent from Russia named Stepan Petrov is interested in this.
But the majority of people, including the heads of indigenous peoples’ organizations in Russia, are indifferent to the mass deaths of indigenous peoples in the war and generally have nothing against it.
Therefore, a natural question arises.
When the physical extinction of the indigenous peoples of Russia begins,
— Whom will the heads of the apparatus and regional branches of the Association of Indigenous Peoples of the North, Siberia and the Far East govern ?
— Whose rights will the Commissioners for the Rights of Indigenous Peoples protect?
It’s clear that these indigenous organizations will lose their purpose and will have to be liquidated as unnecessary.
Recently, an interview with Russian prisoners of war appeared on the Internet.

— Where do the Yukaghirs mainly live?
— There’s some in Chersky and Chokurdakh. Well, a little bit everywhere. Srednekolymsk.

— Let’s put it this way. When did you sign the contract?
-Well, what about June 23rd?
“June 23, essentially a month ago”.
I have a question for you.
Why is this young man of Yukaghir nationality, Leon, as you said on the Permanent Forum:
— not engaged in traditional economic activities such as reindeer herder, hunter or fisherman?
— and is not busy preserving his native language, culture, traditions and customs?
Why did he end up handcuffed and held captive instead?
This leads to the conclusion that at the UN Permanent Forum on Indigenous Issues you did not fully explain what the representatives of the small peoples under your jurisdiction are doing.
In this case, the young man went to war to avoid criminal prosecution.
It is clear that you cannot control the behavior of young adults who are responsible for their own actions.
However, given the small number of peoples under your jurisdiction, it might be appropriate to monitor such cases and provide any legal assistance you can.
For example, in the case of minor and moderate crimes, try to obtain a punishment that does not involve actual imprisonment, such as a fine or correctional labor, and also provide a guarantee for proper behavior and petition for correctional labor in the home district.
Also, many young people from small peoples go to war because of unemployment and lack of stability in their lives.
This may indicate shortcomings in the work of your Association.
The presence of representatives of the small peoples of Yakutia at war may indicate the Association’s ineffective work in the following areas:
— career guidance work among young people;
— training in in-demand professions and traditional crafts;
— assistance in retaining national personnel in their native region by creating decent living conditions (provision of housing, decent wages, social guarantees).
As a result, young people from the indigenous peoples of Yakutia are unable to establish a life in their native republic and are forced to go and earn money for the war.
At one event at the UN, I heard a representative of a dying people, whose numbers are now just over ten people.
He said that in the coming decades his people would disappear from the face of the Earth.
His speech was extremely poignant and sad, and felt more like a memorial prayer.
The same could happen to the indigenous peoples of the republic if their mass military genocide is not stopped.
And your last mission to the UN, as the President of the Association of Indigenous Peoples of the North of the Republic Sakha (Yakutia), will be to inform the entire world community the sad news that all 5 (five) indigenous peoples of the republic will soon cease to exist physically.
It is clear that this situation needs to be addressed with the participation of all stakeholders.
In the current situation and taking into account the real circumstances of the ongoing war
I proposed that the following measures be taken by the relevant bodies of indigenous peoples:
-UN Special Rapporteur on the rights of indigenous peoples,
-UN Permanent Forum on Indigenous Issues,
-UN Expert Mechanism on the Rights of Indigenous Peoples.
1.) Conduct a Study on the topic «Formation of economic, debt, and criminal mechanisms for coercing representatives of indigenous peoples of Russia to recruit into the Russian army for the purpose of participating in the Special Military Operation — the armed conflict between Ukraine and Russia.»
2.) Form a delegation of representatives from one of the three relevant bodies (Special Rapporteur, Permanent Forum, Expert Mechanism) or a joint delegation to visit Russia in order to collect information from primary sources on the topic of Study and to assess the situation related to the mass deaths of representatives of indigenous peoples of Russia during the armed conflict.
Next, send a request to the Russian government authorities to visit it.
3.) Consider, based on my written request, the issue of including me, Stepan Petrov, in the delegation to visit Russia, as an interested person, since I am a representative of the indigenous people Sakha, the Head of the Subject of International Law – Non-governmental organization Yakutia — Our Opinion in Special Consultative Status with the United Nations Economic and Social Council and independent civil activist.
4.) Develop, based on the conducted research, Initiatives to end the participation of forcibly mobilized representatives of indigenous peoples in the armed conflict between Ukraine and Russia, as well as Practical measures for their implementation by international subjects and Russian government bodies.
5.) Consider conducting the following studies:
— Study «The Impact of Death and Disability of Representatives of Indigenous Peoples of Russia during the Special Military Operation – the Armed Conflict between Ukraine and Russia on the Quality of Life, Human Potential, and Development Prospects of Indigenous Peoples of Russia»,
— Study «Ways to Overcome the Negative Consequences of the Participation of Indigenous Peoples of Russia in the Special Military Operation — the Armed Conflict between Ukraine and Russia»
for the purposes of:
— a more in-depth study of the current situation, an assessment of its development and the development of ways to stabilize the situation,
— development of relevant Initiatives and Practical Measures for implementation by international subjects and Russian government bodies,
-preventing the occurrence of irreversible catastrophic negative consequences for the indigenous peoples of Russia.
Objectives of Study and visit to Russia:
— assessment of the situation related to the mass deaths of representatives of the indigenous peoples of Russia during the armed conflict between Ukraine and Russia;
— collection and analysis of information from various sources on the research topic;
— identification and confirmation of the existence of various mechanisms for coercing representatives of indigenous peoples of Russia to recruit into the Russian army for the purpose of participating in the Special Military Operation — the armed conflict between Ukraine and Russia.
It is proposed that the visit to Russia be carried out in the areas where the indigenous peoples of Russia are concentrated, primarily in the regions of the North, Siberia, and the Far East.
I propose a rough, sequential itinerary for visiting indigenous peoples of Russia: Republic of Karelia, Arkhangelsk Region, Komi Republic, Khanty-Mansi Autonomous Okrug, Yamalo-Nenets Autonomous Okrug, Taimyr (Dolgano-Nenets) Autonomous Okrug, Krasnoyarsk Krai, Irkutsk Region, Republic Sakha (Yakutia), Amur Region, Khabarovsk Krai, Primorsky Krai, Magadan Region, Kamchatka Krai, Chukotka Autonomous Okrug.
I am ready to coordinate the delegation’s work during its visit to the Republic Sakha (Yakutia) in order to enhance its effectiveness, including in making decisions on specific cases and situations within the competence of the federal government bodies of Russia and the Russian Ministry of Defense.
It is known that in a number of cases, military personnel who have legal grounds for dismissal from military service are illegally and forcibly detained by military command or military police.
These may include the following situations:
— when, due to various life circumstances, a military serviceman becomes a single parent, but in violation of federal law is retained in military service, and his children are sent to an orphanage;
— when a serviceman has medical grounds for dismissal from military service (wounds, illnesses, injuries, mutilations), but he is prevented from passing the military medical commission and subsequent dismissal, he is illegally retained in military service, he is forcibly sent to the combat zone, allegedly to await the commission, and there he is forced to participate in combat operations.
Given the arbitrary actions of the command of units, parts, and formations of the Russian armed forces conducting combat operations, and the ineffective response of authorized bodies (the military prosecutor’s office, the central office of the Ministry of Defense, and others), the restoration of the legal rights of military personnel may be difficult.
Therefore, in the event of a visit by the UN International Delegation to Russia, I request that information be prepared on such military personnel residing in the republic and having legal grounds for dismissal from military service in accordance with the current legislation of Russia,
for the prompt resolution of such cases with the federal government bodies of Russia and the Ministry of Defense of Russia with the participation of UN officials during a visit to the Republic Sakha (Yakutia).
Similar appeals have also been sent to the Human Rights Commissioner of the Republic Sakha (Yakutia) and the Chairman of the Public Chamber of the Republic Sakha (Yakutia).
In case of a visit, I ask you to ensure interdepartmental cooperation with them.
In general, if I am granted the appropriate powers at the international level, special attention will be paid to assisting fellow countrymen from Yakutia on issues related to ending participation in the armed conflict.

At present, I, Stepan Petrov, as International figure, Head of the Subject of International Law – Non-governmental organization Yakutia — Our Opinion in Special Consultative Status with the United Nations Economic and Social Council and independent civil activist
implement a set of measures to develop measures to maintain global security and international peace, as well as practical assistance in resolving armed conflicts.
This includes the development of new international institutions and mechanisms for the resolution of armed conflicts, assistance in resolving armed conflicts between Israel and Palestine, Ukraine and Russia, and assistance in ending the participation of forcibly mobilized representatives of indigenous peoples of Russia in the armed conflict between Ukraine and Russia.
During the armed conflict between Ukraine and Russia, a mass military genocide (physical extermination) of the indigenous peoples of Russia is actually taking place.
Based on the real conditions of the ongoing war and the current situation, in order to stop the genocide of the indigenous peoples of Russia
I have launched an Initiative to end the participation of forcibly mobilized representatives of indigenous peoples in the armed conflict between Ukraine and Russia.
This initiative has been developed taking into account the requirements of Resolution 1996/31, which regulates the activities of Non-governmental organizations in consultative status with the United Nations Economic and Social Council.

In general, if I am granted the appropriate powers at the international level, special attention will be paid to assisting fellow countrymen from Yakutia on issues related to ending participation in the armed conflict.

I send a repeated appeal regarding the issue of ending the participation of forcibly mobilized representatives of indigenous peoples in the armed conflict between Ukraine and Russia.
None of you responded to my first appeal No. 25-12-24 dated December 25, 2024.
Only the Commissioner for the Rights of Indigenous Peoples of the North of the Republic Sakha (Yakutia), President of the Association of Indigenous Peoples of the North of the Republic Sakha (Yakutia) Konstantin Vasilyevich Robbek responded.
Currently, during the armed conflict between Ukraine and Russia, a mass military genocide (physical extermination) of the indigenous peoples of Russia is actually taking place.
It is clear that the relatives and friends of indigenous representatives participating in the war hope to see you, indigenous activists, making every possible effort to end the participation of indigenous peoples in the war at the federal and international levels, where you have direct access to UN bodies.
Perhaps some of you did not receive the first appeal or did not respond due to being busy.
I invite you to respond to this appeal.
And I would like to address those who fundamentally refuse to answer and support the mass death of their fellow countrymen in the war.
It is unclear how your silence and inaction can help preserve the indigenous peoples of Russia ?
One gets the impression that preserving the lives of indigenous peoples of Russia is of little interest to anyone other than a few activists.
And you, the heads of indigenous peoples’ organizations in Russia, are indifferent to the mass deaths of indigenous peoples in the war and, in general, have nothing against it.
Therefore, a natural question arises.
When the physical extinction of the indigenous peoples of Russia begins,
— Whom will You, the heads of the apparatus and regional branches of the Association of Indigenous Peoples of the North, Siberia and the Far East govern ?
— Whose rights will You, the Commissioners for the Rights of Indigenous Peoples protect?
It’s clear that these indigenous organizations will lose their purpose. And your organizations will have to be liquidated as unnecessary.
Having remained silent, receiving a decent salary and numerous benefits at the expense of indigenous peoples, how will you look into the eyes of the relatives and friends of indigenous representatives who died in the War in Ukraine, who were forcibly mobilized and did not want to take part in the war, and who until the very end hoped for your help in ending their participation in the war?
But you, the heads of the Associations of Indigenous Peoples of the North, Siberia, and the Far East, the Commissioners for the Rights of Indigenous Peoples, despite possessing the relevant powers and influence at the federal and international levels, and direct access to UN bodies, of which Russia is a member, and through which it would be possible to influence Russia to save the lives of indigenous peoples, have still not wanted to help your fellow countrymen survive physically.
I proposed visiting Russia and conducting a Study on the topic «Formation of economic, debt, and criminal mechanisms for coercing representatives of indigenous peoples of Russia to recruit into the Russian army for the purpose of participating in the Special Military Operation — the armed conflict between Ukraine and Russia» to the relevant indigenous peoples’ bodies:
-UN Special Rapporteur on the rights of indigenous peoples,
-UN Permanent Forum on Indigenous Issues,
-UN Expert Mechanism on the Rights of Indigenous Peoples.
In case of a visit, I propose to provide assistance to the international delegation.
